This is a request to approve an interlocal agreement between ESD 112 and Woodland Public Schools for the purposes of updating our Capital Facilities Plan and Impact Fee Calculations. The purpose of this update will be to provide current information and impact fee calculations to Clark County and the City of Woodland. Cowlitz County is not required by the Washington State Growth Management Act to develop a comprehensive plan and therefore does not collect impact fees.
The last time the district submitted an approved Plan/Fee calculation was about 10 years ago. It is therefore long overdue and the City of Woodland has requested an update.
We have historically collected School Impact Fees on new residential construction. Impact fees are a creature of state law and must be locally approved by each jurisdiction.
Given the technical nature of these plans/calculations we are recommending using the services Marnie Allen of ESD 112 to prepare the plan and present it to the jurisdictions. Marnie has familiarity with plans and fees as she has developed the plans for most of the Clark County School Districts.
In addition to the CFP we need to have a demographer do research to calculate a Student Generation Rate (SGR). We have a proposal for this work with a not to exceed amount of $3,000
