In the spring of 2020, the Governor closed all schools in the state to face-to-face service of students. With this action, he continued the release of full apportionment to school districts and mandated that school districts retain employees. With the current rates of infection and under the guidance of Clark County and Cowlitz County Departments of Health, the four KWRL school districts will begin the 2020-2021 school year with remote instruction. The state, at this point, has committed to returning to the pre-pandemic funding model. For pupil transportation the funding formula relies on multiple factors, the largest driver of funding being "ridership", or the number of students riding school buses.
Though the four school districts will offer some limited face-to-face services to small groups of children, some of which may require transportation service, the KWRL Coop anticipates that it will experience a substantial revenue shortfall in 20-21.
On behalf of the KWRL Superintendents, Superintendent Green is recommending that the Woodland School Board adopt Resolution 20-14, which will allow the Coop to make necessary reductions in staffing as defined in Resolution 20-14.
